The Human Development Index (HDI) is very important in measuring the country's success as an effort to build quality of life people a region, including Indonesia. government needs make groupings based on city/district. To facilitate data grouping similarity existing characteristics, it necessary have method, namely clustering technique. There are several algorithms that often used techniques, K-Means and Fuzzy C-Means. Each algorithm has advantages disadvantages. Therefore, this research, comparison best will be discussed. purpose research compare C-Means Regencies/Cities Central Java Province 2021 (IPM) indicator. method descriptive qualitative. obtained from Statistics Agency, which form HDI indicator consists 35 Regency/City members 4 variables, Life Expectancy (AHH) (X1), Expectation School Years (HLS) (X2), Average Length (RLS) (X3) Expenditure Per Capita (X4). results showed after comparative analysis with standard deviation ratio FCM was better than method. value 0.460093 0.473601.
